Cross River Rail Complex Systems - SEMS and Training

CPB Contractors, BAM, Ghella, and UGL Joint Venture (CBGU JV) are delivering the Cross River Rail (CRR) project in Queensland. To ensure the safe commissioning and integration of the new line into the South-East Queensland Rail (QR) network, CBGU JV required support from a Rail Operations Consultant (ROC). The ROC helped develop and update procedures, plans, and training to support QR’s future operations and maintenance of CRR assets, particularly for systems new to Queensland.
The following elements were included in the scope of work:
- Identify where the existing QR Safety Environment Management System (SEMS) may need amending;
- Consult with Project Contractors, Rail, Integration and Systems (RIS) Alliance, the State and QR throughout the development of the procedures;
- Provide a summary of the approach to the new documents;
- Run workshops with QR SMEs (for each procedure) to reach a sign off position following workshop 3; and
- Review the Operational and Maintenance Manuals being prepared by Project Contractors and CBGU JV for the Train Service Delivery (TSD) complex systems and provide input and coordination to ensure alignment with the new or amended SEMS.
As part of the scope, Network Rail Consulting (NRC) were appointed by the client to develop two key areas, procedure and training.
Procedure Development
NRC procedure development for the following systems:
- Development of procedures for the complex systems;
- Fire Detection and Alarm System (FDAS);
- Operation Control and Monitoring System (OMCS);
- Plant Maintenance and Control System (PMCS);
- Tunnel Ventilation System (TVS);
- Tunnel Ventilation Control System (TVCS); and
- Platform Screen Doors (PSD).
Training Development
Develop a Risk-based Training Needs Analysis (RBTNA), for:
- Complex systems;
- Standard systems training;
- Original Equipment Manufacture provided training;
- Update CBGU JV’s Training Management Plan (TMP);
- Provide a summary of the proposed training requirements, including number of sessions and the roll out strategy for training across Queensland Rail Limited;
- Identify and agree approach for training needs on other systems and include this in the TMP;
- Develop the training for complex systems; and
- Deliver the training for the TSD complex systems in small groups using a combination of resources from both the ROC and project contractors / CBGU JV.
NRC delivered the following key project outputs for the client:
- Project Execution Plan report;
- Summary documentation for each complex system;
- Operational procedures for each complex system;
- Risked Based Training Needs Analysis for each complex system by role;
- Updated Training Management Plan;
- Development of training modules; and
- Training (train the trainer).
