The UNITY Alliance, as part of their Rail, Integration and Systems (RIS) scope for the Cross River Rail (CRR) project, was required to engage a Rail Operations Consultant (ROC) to review and assess the RIS Complex Systems. The requirements included demonstrating a viable plan for safe operational and infrastructure commissioning of these systems, whilst also incorporating their Operations and Maintenance (O&M) into the rest of the South-East Queensland Rail (QR) network.
As ROC on the project, Network Rail Consulting (NRC) was engaged to develop new and amend existing Queensland Rail Safety Environment Management System (SEMS) documents, develop Risk Based Training Needs Analysis (RBTNA), and produce related training packages. This included the planning, documentation and training required to allow Queensland Rail to embed the CRR assets and processes into future day-to-day use by QR’s O&M staff.
The client engaged NRC to carry out the following scope of work:
- Identify differences between the new and existing system in use;
- Identify where existing QR SEMS may need amending;
- Consult with project contractors, the State and Queensland Rail throughout the development of the SEMS;
- Run workshops with QR SMEs (for each RIS Complex System) to reach a sign off position; and
- Review the O&M manuals being prepared for the RIS Complex Systems, providing input and coordination to ensure alignment with the new or amended SEMS documents.
As part of the scope of work, NRC were tasked by the client to develop two key areas - SEMS and Training.
SEMS Development
NRC development of SEMS for the following RIS complex systems:
- Victoria Park Feeder Station (VPFS);
- Electronic Access Control System and CCTV System;
- Electronic Access Control System related to Tunnel Cross Passage Exit Alarm Interface;
- Enhanced Radio System cybersecurity interfacing with European Train Control System (ETCS);
- Public Announcement System functions new to QR; and
- Traction SCADA System functions new to QR.
Training Development
- Develop a RBTNA for each of the RIS complex systems;
- Update UNITY’s Training Management Plan (TMP);
- Provide a summary of the proposed training requirements, including number of sessions and the roll out strategy for training across Queensland Rail Limited;
- Consult with project contractors/CBGU JV, RIS Alliance, the State and QR throughout the process;
- Identify and agree approach for training needs on other systems and include this in the TMP;
- Develop the training for the RIS complex systems;
- Deliver the training for the Train Service Delivery (TSD) complex systems in small groups using a combination of resources from both the ROC and Project Stakeholders; and
- Review the operational and maintenance manuals being prepared by project stakeholders for the TSD complex systems / RIS complex systems and provide input and coordination to align with training curriculums.
NRC delivered the following key outputs for the client:
- Project execution plan report;
- Summary documentation for each complex system;
- SEMS documentation for each complex system;
- RBTNA for each complex system by role;
- Updated TMP; and
- Development and delivery of training modules.
