Design Services During Construction for Communications Based Train Control Project

The Bay Area Rapid Transit (BART) District is undertaking a major re-signaling program known as the Communications Based Train Control (CBTC) Project. BART is moving from a legacy fixed block Automatic Train Control (ATC) system to a moving block CBTC system that will improve state of good repair, decrease the runtime of trains between stations, and allow trains to run closer together.

The aim of the re-signaling is to increase capacity of the BART system to be able it to handle expected larger volumes of passengers in the future.

Parsons Transportation Group (PTG) are under contract to provide BART with Program Management services for CBTC Supplier procurement, and Design Services During Construction (DSDC) for CBTC. PTG brought in Network Rail Consulting (NRC) to provide systems engineering, brownfield project experience, and subject matter expertise, to augment their current project team.

NRC was subcontracted by PTG in late 2018 to support in the CBTC procurement and contract award process. Our staff were assigned as the Technical Lead for the development of the Train Control Performance Support Services (TCPSS) Contract and were instrumental in the descope of the TCPSS Contract, to accommodate the client’s operating expense affordability range. Network Rail Consulting key disciplines of the scope include:

  • Training, Manuals, Operations and Maintenance, and Operational Readiness

Network Rail Consulting staff have:

  • Advised the prime consultant and client during the review of the Technical and Price Proposals, providing recommendations to the Evaluation Committee
  • Provided Engineering Estimates and supported in the negotiation stages of the procurement
  • Developed the Technical Specification for the Warranty and Obsolescence Management elements of the Design Build Contract
  • Led technical aspects of Agency Preparedness, Training and Operational Readiness
  • Interface Management approach (Documentation, process, and workflows)
  • Change Management for the maintenance organization
  • Provided subject matter expertise in Operations & Maintenance and Readiness
  • Led in the development of CBTC Working Groups to enable efficient management of Design Build submittals
  • Managed the development of a large number of Operating Scenarios
