Rail Projects Victoria (RPV) is in the early stages of delivering the Melbourne Airport Rail Link (MARL), which involves complex aspects of work. RPV has taken the decision to develop a systems integration capability and sought advisory services from Network Rail Consulting (NRC) to ensure that MARL can be successfully integrated.
Network Rail Consulting were initially engaged to:
- Support the mobilisation of the Systems Integration function called IPAS (Integration Program and Systems);
- Undertake a review of IPAS documentation, and applying lessons learnt to recommend changes to improve integration; and
- Review the roles, responsibilities, governance, and operating model to ensure that integration is embedded throughout.
This support is transitioning into an embedded role within the IPAS team and the delivery function, as the team mobilises through the procurement stage into design delivery.
- Recommendations to the Project Director on changes to governance, procurement, management plans, risk management, as well as roles and responsibilities; and
- Specific deliverables regarding program management, assurance, railway operations and maintenance, systems architecture, and interface management.
