Network Rail Consulting (NRC was appointed by Queensland Rail (QR) to support the planning and implementation phases of the Ready for Growth (RfG) Initiative for improving the way externally delivered projects are managed. We helped develop an externally delivered project framework and assisted in reviewing, refining and embedding a scalable approach for progressive assurance for asset acceptance, integration and operational readiness.
Support was required to develop frameworks, associated procedures, implementation tools, and provide a detailed implementation plan to support the business case as well as the implementation phase of the project.
The key activities were:
- Review existing asset handover and acceptance material;
- Consult with stakeholders and work with them to identify the requirements to produce the new framework and associated documents;
- Assist with approval to the business case – including providing defined benefits;
- Pilot the new framework;
- Embed the new framework and associated documents and tools; and
- Publish the new framework including procedures and templates.
A new externally delivered project framework was developed, including procedures, tools, and an implementation plan to support the business case and delivery phase. Activities included stakeholder consultation, review of existing materials, piloting, embedding, and publishing the framework with aligned templates and processes.
