James Heron
James has over 20 years’ experience in high speed railways delivering leading practises and solutions in procurement and commercial management across the globe, initially working on the HS1 high speed rail link in the UK. His extensive experience has enabled him to advise a number of clients on contracting best practice.
James joined Network Rail Consulting (NRC) in 2015 as part of an integrated team in Saudi Arabia, supporting the successful improvement of the North-South Railway following its initial opening. Following this deployment James has worked on bids, development, and delivery of further contracts in Australia, the Middle East and North America, most recently on the California High Speed Rail Engineering Systems contract.
Prior to joining NRC, James trained as an electrical engineer in the UK construction industry, before joining Network Rail High Speed. He transitioned from an engineer into managerial roles, later taking on Commercial Management and Programme Management roles. He led the Network Rail High Speed Period Determination, took ownership of the Network Operator Agreements and Network Rail Provision Services Agreements and oversaw the commercial management of the High Speed transformation Programme for the 2012 Summer Olympic and Paralympic Games in London, working with the Olympic Delivery Authority.
Amongst a number of skills and courses, James holds a Bachelor’s degree (BSc Hons, Greenwich University) and a Master’s Degree (MSc, Kingston University) in Quantity Surveying. James is a member of the Royal Institute of Chartered Surveyors.
James is based in London.
