Leila Frances

Leila has over 25 years’ global experience in public transportation, including North America, Middle East and Australia. Her experience in the private sector as an executive includes overseeing the tender process for multibillion Operations and Maintenance (O&M) contracts, both green and brownfield, and leading multi-contract businesses across all transport modes. In 2022 Leila left an executive role to successfully transition into non-executive and advisory.

Leila joined Network Rail Consulting (NRC) in May 2025 as a Non-Executive Director.

Prior to joining NRC, Leila was Chair of KeolisDowner and President of Middle East and India at Keolis for over six years. Before this she held several senior roles in Keolis including International Director of Projects focussing on business development. She first joined the transport sector as a management trainee in National Express Group from a career in teaching.

Leila has an Master of Business Administration (MBA) from Kingston Business School, and a Postgraduate Certificate in Education (PCCE) in Business Education and a BA (Hons) in Applied Social Science, both from Sheffield Hallam University.

Leila is based in London.
