Paul Owen

Paul is an experienced Railway Operations professional with over 30 years’ experience within Railway Operating Companies both in the UK and Australia, leading to an in-depth understanding of operations within the railway industry.

Paul has extensive expertise in rail operations and complex major projects in infrastructure, focusing on benefits realisation in operability and network safety. His experience also includes operational network planning and integration of major infrastructure, operational safety and standards management, management of traction energy efficiency, digital signalling and rolling stock projects.

Paul joined Network Rail Consulting in 2022 as Associate Director, Rail Operations. Prior to joining Network Rail Consulting, Paul was the Operations Integration Manager at Metro Trains Melbourne where he was responsible for a team of recognised subject matter experts in rail operations, operational and network safety to provide strategic direction in the design, development, testing and operational readiness for introduction of CBTC mixed territory to the Metro network in Melbourne.

Paul is a Member of the Institute of Rail Operators and is based in Melbourne.
