Thomas Flynn

With over 14 years of experience in the rail industry, Tommy specialises in digital signalling systems, including the European Train Control System (ETCS) and Automatic Train Operation (ATO). For the past seven years, he has played a key role in developing the UK’s digital signalling reference design and requirements suites. He has hands-on experience delivering the first ETCS Level 2 deployment on the West Coast Mainline.

In February 2025, Tommy joined Network Rail Consulting (NRC) as an Associate Director, Digital Signalling Systems.

Tommy began his career with Network Rail in 2010 as an Apprentice Maintenance Technician, progressing through roles as a Maintenance and Faulting Technician, Team Leader in the works delivery unit, and Assistant Engineer in the signalling standards team. He later became an Engineer in the digitally enabled control command and signalling team before taking on the role of Senior Project Engineer in the Western Region, where he worked on the ETCS Paddington 0-12 project.

Tommy is a Chartered Engineer and a member of the Institute of Railway Signalling Engineers (IRSE) and the Institution of Engineering and Technology (IET). He holds a BEng in Railway Engineering from Sheffield University and an Advanced Diploma in Railway Control Engineering through the IRSE.

Based in Sydney, he continues to apply his expertise in digital signalling, engineering standards, and project delivery.
