David Thomas

David is a highly experienced track engineer with over 16 years of international rail infrastructure expertise across the UK, US, and Canada. He specializes in track design integration, technical assurance, and multi-disciplinary coordination for complex rail systems.

He is currently seconded to Metrolinx via Network Rail Consulting (NRC). David supports the GO Expansion program as a senior technical advisor on track engineering and design management. He brings deep experience in various track systems, switches and crossings / specialized trackwork, and integration of multi-discipline interfaces.

David initially joined NRC as a Track SME in the Rail Systems Engineering Services team on the California High Speed Rail project. He contributed to the project by leading design criteria updates, standards hierarchy development, and system integration reviews.

Prior to joining NRC, David held senior design and engineering roles at Network Rail UK, including appointments as Contractor’s Responsible Engineer (CRE) and Contractor’s Engineering Manager (CEM) on major renewals and enhancement programs.

David holds a BEng (Hons) in Civil and Environmental Engineering from Cardiff University and is professionally registered as a Chartered Civil Engineer with the Institution of Civil Engineers and the UK Engineering Council.

David is based in Toronto.
