David Thomas

David has over 15 years’ rail engineering experience, with a strong background in track design and multi-discipline design integration. He has extensive experience of leading and managing track design projects in the UK, including in the project roles of Contractor’s Responsible Engineer (CRE) and Contractor’s Engineering Manager (CEM).

David joined Network Rail Consulting in July 2024 as a Track Engineer in the Rail Systems Engineering Services team, working on the California High Speed Rail project.

Prior to joining NRC, David was a Senior Design Engineer in Network Rail, responsible for leading and managing the Track Design team based in Cardiff. Before this, he held various other technical track design roles working on a range of projects. He initially joined Network Rail in 2009 on the Engineering Graduate scheme.

David is registered with the UK Engineering Council and Institution of Civil Engineers as a Chartered Civil Engineer (CEng MICE). He is also a member of the Permanent Way Institution (MPWI) and the Institution of Royal Engineers (MInstRE). He has BEng (Hons) degree in Civil and Environmental Engineering from Cardiff University.

David is based in Sacramento.
