Jeffrey Chapell

Jeff has over 28 years of experience with a Class 1 railroads, five of those years working in the public sector for transit agencies. With both the private and public sectors for experience, directing the Operations Control Centers, leading capital planning for Burlington Northern Santa Fe North Region. During his time on Best Way Network Operations Center, work with a team to standardize the best way to handle the control center. Providing track access planning, window compliance, which lead to him leading the Track Coordination planning at San Francisco Municipal Transportation Agency. While working for both BNSF and Metrolink, Jeff was involved in the Positive Train Control development, on the PTC national meetings, subgroups for development. Worked on the national level for General Code of Operating Rules, where we worked to improve the GCOR along with new rules as well as modifying existing rules.

Jeff joined Network Rail Consulting in February 2021 to assist on The Planning and Engineer team for Link21, Jeff is also working on the Caltrain Rail Yards project.

Prior to joining Network Rail, Jeff was Senior Manager Dispatching for Metrolink is Southern California for three years. Senior Operations Manager Operations Control Center at San Francisco Municipal Transit Agency for two years. Jeff spent twenty-one years working for Burlington Northern Santa Fe Railroad holding various positions: Best Way Network Operations Control Center, Assistant Director Maintenance Scheduling, Manager Maintenance Scheduling, Chief Dispatcher, Trainmaster, Train Dispatcher, and conductor.

Jeff is a member of the Assocation of American Railroads, American Public Transportation Association. He has BS in Chemistry from York College.
