Pat Borrelli

Pat Borrelli is a dynamic and results-driven rail infrastructure and operations specialist with over two decades of experience in leading multi-faceted teams across major transit projects. He has a proven track record in strategic planning, stakeholder engagement, and operational excellence, particularly within the P3 framework. Pat has consistently delivered high-impact results in Light Rail Transit (LRT) systems, including infrastructure maintenance, rehabilitation, and modernization. His expertise spans operations, compliance, and construction management. He is frequently consulted as a subject matter expert on LRT projects.

Pat joined Network Rail Consulting (NRC) as Associate Director, Operations bringing with him a wealth of experience from his leadership roles at Alstom and the Toronto Transit Commission (TTC). His focus at NRC is on optimizing rail operations and maintenance strategies, enhancing stakeholder collaboration, and supporting the delivery of complex infrastructure programs.

Prior to joining NRC, Pat served as General Manager for Alstom’s Eglinton Crosstown LRT Infrastructure, where he built and led the operations and maintenance team. He also held the role of Head of Streetcar Maintenance at TTC, overseeing a $100M+ budget and a team of 600 employees. His earlier career at TTC included progressive leadership roles over 18 years, contributing significantly to the modernization and reliability of Toronto’s streetcar network.

Pat holds certificates in Environmental Practice (Royal Roads University), Project Management (Ryerson University), and the Ontario Management Development Program (Humber College). He is based in Toronto.
