Joe Black joined Network Rail Consulting from the Lone Star Rail District, a commuter rail district in Central Texas where he served as Deputy Executive Director, responsible for executive management of the District, strategic leadership, Board relations, government and public relations, program and project management, rail operations planning, budget management, freight railroad and other third-party negotiations, and procurement of a P3 contract to deliver the Lone Star Regional Rail Project (LSTAR).

Over his 30-plus year career, he has served in a variety of executive, operating, management, safety, consulting and planning/analytical positions, including time spent as the Chief Operating Officer of the Northern Indiana Commuter Transportation District, which runs the South Shore commuter rail line in the Chicago area. While there, Joe was responsible for managing all rail operations activities, including transportation and mechanical functions, plus management oversight of engineering functions, meeting customer service, on time performance, and capacity goals during a time of intense infrastructure overhaul and construction.

Joe has also worked extensively as a rail transportation consultant on some of the largest projects in North America, including the Access to the Region’s Core (ARC) project, the Trans-Hudson Express (THE) project, the TTC Automatic Train Control project, and the Second Avenue Subway. He has also spent time working on PTC operational analysis for Metrolink, and high speed rail integration for Caltrain.

Joe has a Bachelor’s degree in Political Science from Villanova University, and has taken coursework in Urban Transportation at the University of Pennsylvania.
