Elliott Wong

Elliott has 8 years’ experience in the passenger rail and public transit planning consultancy sector. He has experience in rail service and operations planning, travel demand market analysis, infrastructure asset management, and transit data analysis using GIS and other platforms. His skill set focuses on revenue and non-revenue operations analysis and strategic planning for both short-term and long-term agency visions. He has also worked with both regional transportation governance entities and non-governmental organizations to analyse and develop transit-oriented development policy and intersectional land use and zoning policy.

Elliott joined Network Rail Consulting in March 2023 to expand NRC’s local hire presence in the Northern California Bay Area region of the United States. As a project manager, he brings both his technical experience and strong relationships with local and regional transit clients like BART and MTC to the NRC portfolio.

Prior to joining Network Rail Consulting, Elliott was a transportation planner and lead GIS analyst at HNTB Corporation. Prior to that, he held the same roles at AECOM, where he also worked on public utility projects in the energy and natural sector as well as environmental clearance per National Environmental Protection Act (NEPA) and California Environmental Quality Act (CEQA) regulations.

Elliott has a BA in Economics and a BA in Environmental Studies from the University of California, Santa Cruz. He is currently attending the University of California, Berkeley as a Master of Public Policy candidate.
