Joseph Chroston-Bell

Joseph is an experienced Rail Professional with a varied background in long-term strategy, Business Case development, and train service planning. For most of his career he has engaged with stakeholders across the UK rail industry to create strategies for route upgrades, develop service specifications, and identified and sponsored projects for delivering those strategies. He has worked on some of the UK’s busiest Main Line and Metro rail networks, including high profile stakeholders such as Transport for London (TfL).

Joseph joined Network Rail Consulting’s North America team in October 2020, working mainly with Clients in California to identify service upgrades, build rail investment strategies and implement bespoke governance arrangements to large and complex multi-year rail programs.

Prior to Network Rail Consulting, Joseph was Senior Strategic Planner for Network Rail’s Southern Region focusing on south London’s Metro rail network. He worked closely with stakeholders in Operations, national Government, and Transport for London to secure and manage funding for early stage development projects including large station upgrades, signalling, junction improvements and new train services.

Joseph is and Affiliate member of both the Chartered Institute of Logistics and Transport as well the Institute of Rail Operators. He has an MA (Cantab) in Geography from the University of Cambridge.
